Are Grade 4.8 bolts suitable for structural beams?

No. Grade 4.8 is "mild steel" and is designed for low-stress, non-structural applications (like holding sheets together). For structural beams or heavy-load bearing connections, you should use Grade 8.8 High Tensile bolts or higher.

Can I use these for outdoor roofing sheets?

Yes, they are commonly used for this.
